About Campus Human Resources
Campus Human Resources (CHR) provides a wide range of services for the UCLA campus and assists managers, supervisors and employees in understanding human resource principles. The following are functions and phone extensions of CHR units:
Benefits (ext. 4-0830)
Supports the human resource needs of the university and its employees in Benefits Services:
- Provides departmental training classes to academic and staff employees on employee benefits plans and services offered by the University of California, including retirement, savings programs, health and welfare plans, disability, and life insurance;
- Provides benefits counseling to employees affected by layoff, leaves, or retirement, and to employees, family members, and beneficiaries affected by death;
- Coordinates the annual open enrollment process, including benefits and financial fairs for employees;
- Processes direct payments for employees on sabbaticals or leaves of absence without pay (including military leave and family and medical leaves such as maternity leave and disability leave);
- Provides support to the campus on-line system for processing benefits enrollments, changes, and transactions;
- Coordinates the statement of health process for life and disability insurance plans;
- Conducts post-audit reviews of personnel, payroll and health and welfare transactions processed through the Employee Database Entry/Update System.
Compensation (ext. 4-0880)
Supports the human resource needs of the university and its employees in Compensation and Classification:
- Provides consultative services to managers, supervisors and employees on compensation, classification, and pay issues and with management on organizational and staff development issues related to classification and compensation programs;
- Administers the campus classification and job evaluation program;
- Partners with campus departments in delegating classification authority for selected positions;
- Develops and implements compensation and classification studies, programs and structures;
- Maintains the University title and pay plan for non-academic employees;
- Conducts market surveys and reports.
Employment Services (ext. 4-0890)
Provides a full range of services to support campus departments' staffing needs:
- Develops qualifications for job postings and posts positions in the Campus Job Opportunities bulletin;
- Branding/marketing of the campus and its positions;
- Designs and implements targeted recruitment strategies;
- Pre-screens resumes, interviews and refers qualified candidates, and coordinates and supports search committees;
- Assists in creating reliable and valid interview questions;
- Consults on appropriate and legal selection processes;
- Interprets policies and procedures and problem solves at all stages of the hiring process;
- Coordinates use of executive, accounting, information technology, and professional search firms;
- Conducts regular and customized training with other CHR units on topics such as How to Write a Job Description, Interviewing the Job Applicant, Employment Practices Compliance, and on resume development and job search strategies.
Employee and Labor Relations (ER/LR) & HR Personnel Services (ext. 4-0860)
Provides consultation and advice to University management, employees and designated representatives:
Employee Relations
- Interprets University policies and procedures, collective bargaining agreements and applicable statutes and regulations;
- Identifies strategic systems for effective supervision, performance management and corrective action;
- Delivers regular and customized training in coordination with other CHR units on such topics as Performance Management, Taking Corrective Action, Navigating Staff Personnel Policies and Contracts, FLSA, and FMLA.
Labor Relations
- Represents UCLA in systemwide and local collective bargaining for new and existing contracts;
- Represents UCLA in fact-findings, grievances, arbitrations, administrative reviews, APM 140 hearings and unfair labor practice charges;
- Responds to information requests, conducts meet and discuss conferences with represented and unrepresented groups of employees, and acts as liaison with general counsel.
HR Personnel Services (ext. 4-0860)
Provides consultation and advice to University management, employees and designated representatives:
- Provides EDB and Policy training;
- Provides consultation regarding policy interpretation and application as it affects on-line activity;
- Performs post-audit review of personnel/payroll on-line transactions;
- Maintains Personnel Policies and Procedures for Non-represented Staff Members;
- Verifies and determines service credit for:
- Seniority for Layoff
- Vacation Accruals
- Service Awards
- Reviews, verifies and/or approves special payroll forms for:
- Intercampus One Time Payment Form
- Reduced Fee Enrollment Applications
- Employee Development Fee Reimbursement Form
- University Extension Employment in Excess of 100% Form
Training and Development (ext. 4-0850)
Builds skills, fosters careers, and improves organizational units in partnership with other CHR units and campus service providers:
- Coordinates courses publicized quarterly in the Training and Development Catalog in supervisory development, human resource administration, communication, customer service, academic personnel, sponsored research administration, personnel and payroll policies and systems, accounting and finance/purchasing, information technology, health and safety, and individual skill development;
- Delivers specialized departmental human resources training in such areas as Customer Service, Handling Difficult Customers, Communication, Meeting Management, Performance Appraisal, Building Effective Work Teams, Time Management;
- Delivers organizational improvement services to campus departments, including Strategic Planning, Work Process Mapping, and Organizational Assessments designed to increase productivity, enhance operational effectiveness, align structural and human relations components, and improve teamwork;
- Coordinates career development programs, including Professional Development Program (PDP) and Staff Enrichment Program (SEP);
- Coordinates campus participation in systemwide training and development initiatives, such as the Business Officer Institute (BOI) sponsored by the UCOP.
Staff Affirmative Action Office (SAAO) (ext. 40691)
Provides consultative services to the UCLA community in the areas of affirmative action (AA), equal employment opportunity (EEO), and diversity:
- Maintains and distributes UCLA's staff Affirmative Action Plan;
- Monitors campus affirmative action programs and activities, including progress toward statistical goals;
- Provides consultative services to management and employees regarding application of AA and EEO regulations and campus policies;
- Develops educational programs to address the needs of UCLA's increasingly diverse staff;
- Provides training for supervisors and managers in diversity and sexual harassment prevention;
- Investigates, mediates, and responds to employment discrimination complaints filed with SAA or government agencies by staff applicants or employees;
- Investigates sexual harassment complaints filed by individuals against staff employees.
Staff and Faculty Counseling Center (SFCC) (ext. 40245)
Offers a variety of services by professionally trained counselors to UCLA staff, faculty and immediate family members. Services at the Center are free, voluntary and confidential:
- Assists people in managing work and personal difficulties that affect job performance;
- Offers counseling sessions and workshops that focus on skill-building and constructive problem solving in order to maximize employees' potential and productivity and to enable them to attain job satisfaction;
- Provides short-term individual, family and couples counseling for personal or work related problems;
- Conducts management and departmental consultations, workgroup interventions, critical incident de-briefings;
- Maintains a stress management biofeedback program and offers community referrals and a resource lending library.
