Proposed Revisions to PPSM 60: Layoff & Reduction in Time
The Office of the President has proposed several revisions to the University’s staff layoff policy (PPSM 60). In determining the order of layoff, managers will continue to take seniority into account; however, the revised policy provides that employee performance, as well as relevant skills, knowledge, and abilities, should also be factors in the decision. The revised policy would apply to professional and support staff in career positions.
A summary of the proposed revisions is noted below:
- The criteria to be utilized in determining the order of layoff must include relevant skills, knowledge and abilities; documented performance; and length of service. When multiple employees in the same classification within a layoff unit have the same skills, knowledge, and abilities, and are performing equally, employees with greater levels of seniority will have priority for retention.
- For employees subject to indefinite layoff or indefinite reduction in time, campuses may choose to provide either:
- Severance pay, or
- The option to elect rights to recall and preference for reemployment in lieu of severance pay.
- Severance pay serves as the default if the employee does not elect one of the above options. There are no changes in policy related to the calculation of severance pay.
- When multiple employees in the same classification within a layoff unit have the same skills, knowledge and abilities, and are performing equally, employees may choose to waive their seniority in order to be designated for layoff.
