Update on UC-AFSCME Labor Negotiations

Re: Update on UC-AFSCME Labor Negotiations

We are writing to share with you some important news about systemwide negotiations concerning new labor contracts for patient care technical and service unit employees represented by the American Federation of State, County and Municipal Employees (AFSCME).

The Public Employment Relations Board (PERB), the state agency responsible for overseeing collective bargaining for public institutions like UC, has issued a complaint against AFSCME for bad faith bargaining in its negotiations with the University for new contracts covering patient care technical and service employees, for failing to give adequate notice of a planned strike, and for encouraging employees to participate in a strike against UC facilities even though their absence from work would clearly endanger the public’s safety. In a note to UC on Thursday, AFSCME stated that it is calling for service employees to strike UC facilities throughout the state Monday, July 14 through Friday, July 18.

A copy of the PERB complaint is available in Related Information. Additionally, PERB has agreed to join UC in seeking a court injunction against the strike. We will let you know the court’s decision as soon as possible.

In view of these developments, the University expects that employees will come to work as scheduled on July 14-18.

It is unfortunate that the University must take these kinds of steps, but we have an obligation to protect patients, students, and the communities that rely on UC for vital services.

The University has been working hard for many months to reach an agreement with AFSCME. We believe our proposals are fair, reward our employees’ dedication and excellent work, and are responsive to many of AFSCME’s expressed concerns.
