Re: Final Guidelines for Salary Plan for Policy-Covered Staff (FY 2007-08)

I am very pleased to announce that the attached guidelines for the Fiscal Year 2007-08 Salary Plan have been finalized for implementation, effective October 1, 2007. The plan is in accordance with the University’s approved budget, which provides for a 5% increase in the 2007-08 compensation package, including merit-based and equity-based salary increases, health and welfare benefit cost increases, and related cost increases. 

Guidelines for implementing salary increases for Policy-Covered (Non-Represented) Staff are summarized below. 

Salary actions for exclusively represented employees are determined in accordance with applicable collective bargaining agreements and/or meeting-and-conferring as appropriate under the Higher Education Employer-Employee Relations Act (HEERA).

SALARY STRUCTURE ADJUSTMENTS

Salary ranges in the following open range salary structures have been adjusted by 4% effective October 1, 2007, as noted on the updated attachments:

  • Management and Senior Professionals (MSP) (Attachment A)
  • Professional and Support Staff (PSS 1 – 7 and PSS A – D, Attachment B)
  • Information Technology Professionals (Attachment C)

For step-based salary plans, the range adjustment is 2% effective October 1, 2007. See Attachment D for the Student Assistant series ranges.
 

SALARY INCREASES FOR STAFF IN MERIT-BASED PAY PLANS

The fund pool for merit increases (covering combined range and merit funding) for policy-covered staff is 4%, effective October 1, 2007, for those on a monthly pay schedule and October 7, 2007, for those on a biweekly pay schedule. In order to be eligible for a merit increase, employees must have been on payroll by April 1, 2007, and have a performance rating of “satisfactory” or above. Please see Attachment E for further detail.

PERFORMANCE APPRAISALS

Written performance evaluations should be completed in accordance with Personnel Policies for Staff Members (PPSM) 23 and campus guidelines/procedures.

SPECIAL SALARY EQUITY FUNDING

As part of the salary program for policy-covered staff employees in Fiscal Year 2007-08, funding of 1% will be available, effective October 1, 2007, to address salary equity needs, including significant Market lags and individual salary inequities. The Office of Academic Planning and Budget will be allocating State funding to support this program. It is expected that departments with non-State funded operations will provide equivalent funding for the same purposes. 

Compensation Services in Campus Human Resources is available to provide analytical support and consultation services to campus organizations for review of salary equity recommendations. Please see Attachment F for further detail on this program.

STAFF ACHIEVEMENT AWARDS

The assessment fund pool for Staff Achievement Awards in 2007-08 is 0.89%. Guidelines for this program will be issued under separate cover.
